The RT-20 ( Russian РТ-20Р ) was a mobile Soviet intercontinental ballistic missile from the time of the Cold War . The missile's NATO code name is SS-15 Scrooge or SS-X-15 . The GRAU index was 8K99 .

The RT-20P was the first Soviet mobile ICBM. At first it was unclear to Western experts whether the rocket consists of two or three rocket stages. The missile was found to have two stages, with the first stage powered by a solid rocket motor and the second stage powered by a liquid rocket motor. The first stage uses a rotating nozzle. In the development phase of the RT-20P, three different launch modifications were planned. Depending on the version, the rocket should be launched from a silo , a truck or armored vehicle or a mobile rail vehicle . Ultimately, only the truck or tank variant was implemented. The rocket is in a transport launch canister that had to be brought into a vertical position before launch. The rocket launch container was on the chassis of a T-YUM tank.
The RT-20P missile complex was developed by the Missile and Space Equipment Design Bureau OKB-586 Jangel , now KB Yuzhnoye . The work was finished in December 1964. The development was officially confirmed on August 24, 1965. For the first time, the missile system was presented at a military parade in Moscow in November 1965 . The first flight tests did not take place until October 1967. The first test that could be registered by Western intelligence services took place on February 12, 1968, and this test was a failure. A total of nine test starts of the RT-20P were made, with the first successful start only on August 7, 1967. Apparently the program was canceled after this test phase. The RT-20P missile complex was officially disrupted in October 1969. The system was never put into active service in the Soviet Strategic Missile Forces. Hence the alternative NATO designation SS-X-15.
