Rae Kwon Chung is a South Korean professor emeritus at the Institute of Convergence Science and Technology at Incheon University, working on solutions to climate change .

Rae Kwon Chung proposed the idea of ​​a unilateral mechanism for environmentally compatible development (English Clean Development Mechanism - CDM) within the framework of the Kyoto Protocol , in order to enable developing countries to initiate projects to reduce greenhouse gas emissions on their own initiative. Chung was the lead author of the IPCC's report on technology transfer . For this he received a personal copy of the Nobel Peace Prize in 2007 , which was awarded to the IPCC. Previously he served as Ambassador of the Republic of Korea for climate protection, as the principal advisor to the UN Secretary General and Director for Environment and Development for the United Nations Economic and Social Commission for Asia and the Pacific of the United Nations (English United Nations Economic and Social Commission for Asia and the Pacific, ESCAP or UNESCAP ). Under his leadership, ESCAP published a special report in 2012 proposing a low-carbon Green Growth Roadmap for Asia and the Pacific to serve as a blueprint for policymakers on green growth strategies. This roadmap provides specific policy options, as well as good practices and successful real-world examples of using green policies as engines of economic growth. Rae Kwon Chung is currently advisor to the chairman of the High-level Experts and Leaders Panel on Water and Disasters (HELP), which reports to the UN Secretary-General .
