The "rally 'round the flag" effect , in German also known as the hour of the executive , describes in political science the increased short-term support of the entire government or the political leaders of a country by the population in times of crisis or during a war.

After the September 11, 2001 attacks, President George W. Bush saw an unprecedented surge in popularity. On September 10, Bush had a Gallup Poll rating of 51 percent. By September 15, his approval rating had risen 34 percent to 85 percent. Just a week later, Bush was at 90 percent, the highest approval rating ever achieved by an American president. More than a year after the attacks, Bush still received higher approval than before September 11th (68 percent in November 2002). Both the scope and duration of Bush's popularity are believed to have been the greatest surge in popularity after September 11, 2001.

COVID-19 pandemic

The values ​​of the Union have risen continuously since the beginning of the Corona crisis and were at their highest level in 3 years. This effect was also evident in other European countries, with the polls of French President Emmanuel Macron , Italian Prime Minister Giuseppe Conte and British Prime Minister Boris Johnson rising in the weeks after the pandemic hit their respective nations.

In the United States, the polls for President Donald Trump also rose slightly when the pandemic broke out.
