Council of Wise Men on the Future of Europe

The Wise Men’s Council on the Future of Europe was a reflection group within the European Union .

It was used on December 14, 2007 under the name Horizon 2020–2030 , based on the challenges from the Berlin Declaration of March 25, 2007, to determine core issues for the European Union and a strategy for dealing with them. These included: economic success, social responsibility, improving competitiveness, rule of law, sustainable development, global stability, migration, energy and climate protection as well as combating global insecurity, international crime and terrorism. Particular attention should be paid to better contact with citizens. Originally, the body set up by French President Nicolas Sarkozy was only supposed to determine the borders of Europe at the time of the dispute over Turkey's possible EU membership . In the later expanded mandate, it was explicitly stated that the group should not have any discussion about new treaty changes.

Felipe González chaired the meeting with his deputies Vaira Vīķe-Freiberga and Jorma Ollila . Other members of the council were Lech Wałęsa , Mario Monti , Richard Lambert, Lykke Friis , Nicole Notat , Wolfgang Schuster , Rainer Münz , Rem Koolhaas and Kalypso Nicolaidis . Žiga Turk was the general secretary .

On May 8, 2010, the Council presented its report to the EU Council President Herman Van Rompuy .
