The town hall of the Rhineland-Palatinate community of Offenbach an der Queich is a listed building that was built from 1977 to 1979 according to plans by the Landau architect Eduard Arnold . Because of its poor state of construction, it is to be replaced by a new building and then demolished.

description

Fountain sculpture by Karl-Heinz Deutsch , behind it the council chamber

The two-storey reinforced concrete skeleton structure consists of two rectangular structures that are slightly offset from one another. They are linked by a three-storey access area in which the staircase and the subsequently added elevator are housed. The originally freely elevated, almost square council chamber on the upper floor is also accessed from there. Due to its position across the building and the striking concrete slats on the windows, it defines the main view of the building from the town hall square.

The interior spaces are largely variable. The original building design was changed by the installation of a wedding room below the council chamber and the addition of additional rooms to the southern part of the building.

Concrete reliefs by Karl-Heinz Deutsch adorn the entrance area of the building, the anteroom of the council chamber and its floor . On the Rathausplatz, designed by the architect, there is a fountain sculpture also designed by Deutsch.

history

Concrete reliefs by Karl-Heinz Deutsch on the underside of the council chamber

After the formation of the Offenbach an der Queich community in 1971, the administration was initially temporarily housed in a building in Offenbach's Mozartstrasse.

The architectural competition for the new building of the town hall, including the open space planning won the Landauer architect Edward Arnold, for the architectural art of the sculptor Karl-Heinz German was commissioned. Construction began in 1977 and was ready for occupancy in 1979. Two extensions adapted to the style of the architectural design were carried out in the following years. In 1993 a wedding room was built under the council chamber. An extension with eight further offices followed between 2000 and 2002.

From 2010 the structural defects of the building became more and more apparent. Leaks in the ceiling area and cold bridges in the facade led to mold growth in several offices and the inadequate basement seal to corrosion damage to the building and inventory. Because of the expected high renovation costs, the municipal council advised on a renovation solution as well as a new building.

In 2015, the municipal council decided to build the new town hall on the open-air site directly to the east. The architectural office Lieb + Lieb, which specializes in administration buildings, won the architectural competition. After the completion of the new building, the old building will be demolished.

In order to prevent the building from being demolished, the architect Eduard Arnold and the sculptor Karl-Heinz Deutsch applied to the monument authorities to place the building under protection. It took place in August 2016 on the grounds that the town hall had “ pop art elements and was an expression of the architecture of the 1970s”. The monument zone also includes the open space provided for the new building, including the fountain designed by Karl-Heinz Deutsch. Only three days after it was placed under protection, the district administration of the Südliche Weinstrasse district approved the demolition of the building, as it had "significant structural defects" and "a new building is cheaper than renovation". In the demolition permit it was specified that the concrete reliefs by Karl-Heinz Deutsch are to be preserved.
