Planning reports (ROB) are in Germany according to § 22 Regional Planning Act (ROG) from the Federal Institute for Building, Urban Affairs and Spatial Development (BBSR) within Federal Office for Building and Regional Planning created (BBR) at regular intervals. The spatial planning report deals with the facts on which the spatial development of Germany is based (trends and development tendencies), spatial planning and measures as well as the influences of European Union politics on spatial development in Germany.

The regional planning reports are handed over to the responsible Federal Ministry of the Interior, Building and Home Affairs (BMI) for submission to the German Bundestag. The current ROB 2017 is the fourth regional planning report prepared by the BBR under its own responsibility. For the first time, this regional planning report is thematically focused and is dedicated to securing services of general interest as an essential basis for equal living conditions in Germany. The Advisory Board for Spatial Development also rated this topic positively.
