Regional network

The regional networks are business units of DB Netz at the local level. They were founded at the beginning of 2001 as part of the Netz 21 program and Deutsche Bahn's SME offensive , at the same time as the first RegioNetworks . While the latter are operated by DB Netz and DB Regio , the regional networks belong only to DB Netz and deal exclusively with the railway infrastructure of the regional routes. The aim was to create manageable organizational units that expressly deal with the z. Employing weakly used and deficit routes and finding your own, appropriate ways to operate these routes. DB Netz AG wants to use routes such as B. Berlin – Beeskow – Frankfurt (Oder), do not take on the very high standard of investment and maintenance that z. B. is appropriate on the high-speed railways Rhein-Main or Berlin-Hamburg. Most of the routes are branch lines, often with only 1 hour intervals, little freight traffic and low axle loads, which can be operated adequately with low-cost technology, although improvements are still made for customers in travel and freight traffic - e.g. B. an increase in the line speed - are possible.

The criteria for assigning a route to a regional network were:

  • Route mainly serves regional traffic outside of metropolitan areas and
  • The route is mainly used by local rail transport, less than 8 long-distance routes or 10 freight routes or
  • Line serves to connect other lines of the regional network in nodes

Organizationally, the regional networks are run as profit centers , similar to a medium-sized company. The backbone of their network concepts is the respective business plan , which documents the profitability of the individual routes in the medium term.

Since 2015, the regional networks have been responsible for the regulations for their systems on their own. More needs-based technologies are also subject to the provisions of the General Railway Act (AEG), the Railway Building and Operating Regulations (EBO) and the requirements of the responsible supervisory authority, the Federal Railway Authority (EBA).

Not only rail transport companies (EVU) of the DB Group (e.g. DB Regio , DB Cargo ), but also many third parties with equal rights (e.g. East German Railway (ODEG), Niederbarnimer Railway (NEB)) operate on the regional networks . Currently (as of 2016) over 300 EVUs use the regional networks and cover 145 million train-path kilometers annually.

DB Netz AG has 28 regional networks nationwide (August 2011: 29; 2008: 41), which are developing the routes on site together with the local rail transport authorities - the federal states or regional rail transport associations. 4500 people are employed here.

The regional networks cover an operating length of 11,284 km with 2595 operating points, 8685 level crossings, 81 tunnels, 6858 signals and 7576 railway bridges. The length of the tracks is 13,337 km.
