Reichsbeamtengesetz

The Reichsbeamtengesetz (RBG) of 1873 was the first law in the Kaiserreich that dealt with the rights and duties of the officials of the Reich (not with those of the officials in the service of the federal states ). This was preceded by legislative efforts in the North German Confederation , which had not been brought to a conclusion. The RBG was revised in particular in 1907; In 1937 it was replaced by the German Civil Service Act (DBG).

The draft of the RBG was largely based on Prussian law, the law of the largest of the federal states. In the course of the deliberations, the concept was changed significantly. a. also because the RBG should be a model for new regulations of the state legislators.

The establishment of the civil service principle of responsibility in the RBG, i. H. the responsibility of Reich officials "for the lawfulness" of their "official acts" (§ 13), and the "obligation" to conscientiously exercise the office of the constitution and the laws assigned to them (§ 10).
