Reich Commissioner for Maritime Shipping

Reichskommissar für die Seeschifffahrt ("Reiko See") was an agency created by Hitler's decree on May 30, 1942 and directly subordinate to Hitler. The first and only incumbent was the Hamburg Gauleiter Karl Kaufmann .

The Reich Commissioner should - in cooperation with the Reichsmarschall as the representative for the four-year plan , the High Command of the Wehrmacht and the responsible Reich ministers - ensure the coordinated planning of all sea transports. To this end, he should collect all available merchant shipping space , insofar as this was not constantly required for purposes of naval warfare or for troop transport, and plan, coordinate and carry out the sea transports. Accordingly, he was responsible for the ongoing expansion and renewal of the available shipping space as well as for its equipment and manning, as well as for increasing the efficiency of the seaports . In addition, the three shipping companies founded for war purposes with requisitioned ships, Mediterranean shipping company , Nord shipping company and Schwarzmeer-Schiffahrts-GmbH, were subordinate to him .

The responsible civil and military port authorities were subordinate to him with regard to port handling and the rational use of the shipping space. The shipping office of the Reich Ministry of Transport and its subordinate offices were also bound by the instructions of the Reich Commissioner for Maritime Shipping.
