Resolution 1203 of the UN Security Council was passed on October 24, 1998 with reference to Resolutions 1160 , 1199 , and the importance of a peaceful solution to the Kosovo conflict . In it, the Security Council calls on the Federal Republic of Yugoslavia to comply with the resolutions that have already been passed and to cooperate with NATO and the OSCE's Kosovo Verification Mission .
The Security Council demands that the Kosovo conflict should be resolved peacefully and that the territory of Kosovo should be given greater autonomy and greater self-government. It is also demanded that the Yugoslav authorities and the leadership of the Kosovar Albanians immediately enter into a dialogue without preconditions and with international participation, which will lead to an end to the crisis and a negotiated political solution to the Kosovo question.
The Kosovar Albanians are called upon to renounce terrorism and pursue their goals in a peaceful manner. It is also required that the authorities of the Federal Republic of Yugoslavia and the leadership of the Kosovar Albanians work together to improve the humanitarian situation and prevent the looming humanitarian catastrophe. Furthermore, the member states and other affected persons are to provide funds for humanitarian aid in the region.
UN Security Council resolution 1203 calls for an investigation into all atrocities committed against civilians and for cooperation with the International Criminal Tribunal for the former Yugoslavia , in particular by following its instructions and requests for information and by supporting its investigations.
The resolution was passed with 13 votes in favor and two abstentions from China and Russia .
