Riccardo Fraccaro (born January 13, 1981 in Montebelluna , Veneto ) is an Italian lawyer and politician of the Movimento 5 Stelle (M5S) party. Since September 5, 2019, he has been Secretary of the Council of Ministers in the Conte II cabinet .

He was Minister for Relations with Parliament and Direct Democracy in the Conte I cabinet from June 2018 to September 2019 .

biography

Fraccaro grew up in Riese Pio X , a municipality in the province of Treviso . After completing the state high school, he began studying law at the University of Trento , which he successfully completed in 2011 with a specialization in international environmental legislation . Fraccaro then worked in the energy services sector . Fraccaro began his political activity in the context of the five-star movement while he was still studying, in 2010 in Trento, as a founding member of the Meetups initiated by Beppe Grillo .

In the parliamentary elections in Italy in 2013 , he was elected to the Italian Chamber of Deputies in the Trentino-Alto Adige region for the five-star movement . He has also been a member of the Presidium of Parliament since March 2013. He has been the Chamber of Deputies' quaestor since March 29, 2018. On June 1, 2018, he was sworn in as Minister for Relations with Parliament and Direct Democracy in the Conte I cabinet. As such, he introduced the initiative to introduce a right of initiative (→  popular initiative ) to binding votes (500,000 signatures as before), as well as to abolish the approval quorum (currently 50% of those entitled to vote) in referendums . On September 5, 2019, he took up the post of Secretary of the Council of Ministers in the Conte II cabinet.
