Richard Michael Oliver Hill, 7th Baron Sandys , DL ( July 21, 1931 - February 11, 2013 ) was a British nobleman and conservative politician.

He was the son of Arthur FitzGerald Sandys Hill, 6th Baron Sandys and his wife Cynthia Mary Trench-Gascoigne. He attended the Britannia Royal Naval College in Dartmouth . From 1950 to 1955 he served in the Royal Scots Grays . He then worked as the private secretary of the Anglican Bishop of Jerusalem and for the Oxfam aid organization . When his father was killed in a traffic accident in 1961, he inherited his noble title Baron Sandys , the associated seat in the British House of Lords and large land holdings near Ombersley in Worcestershire. In 1968 he was the Deputy Lieutenant of Worcestershire. In 1974 he was first the parliamentary manager ( Chief Whip ) of the government of Prime Minister Edward Heath and then from 1974 to 1979 the parliamentary manager of the opposition in the House of Lords. From 1979 to 1982 he was the Captain of the Yeomen of the Guard and thus the deputy parliamentary director ( Deputy Chief Whip ) of his party in the House of Lords . In 1999 he lost his hereditary parliamentary seat through the reform of the upper house .

Richard Hill had been married to Patricia Hill since 1961. Since the couple had no children, the title of Baron of Sandys fell to his 4th great-great-nephew, Nicholas Wills Hill , 9th Marquess of Downshire, on his death in 2013 .
