Ronald Gamarra
Ronald Álex Gamarra Herrera (born December 10, 1958 in Lima , Peru ) is a Peruvian human rights activist , lawyer and politician .
In 2008 he represented the relatives of 15 Peruvians who were murdered in 1991 in Barrios Altos in the Peruvian capital Lima by a death squad of the Army Intelligence Service. Ronald Gamarra has been suggested as an expert in the trial of Spanish judge Baltasar Garzón , who was charged with violating his homeland's amnesty laws in connection with the investigation into the disappearances during Francisco Franco's reign . Today Gamarra is a law professor at the Universidad Nacional Mayor de San Marcos and writes regularly for the Peruvian newspaper La Republica .
Gamarra Herrera played a crucial role as a victim lawyer in the fight against impunity in the South American country. During Alejandro Toledo's reign , he served as ad hoc public prosecutor in the ad hoc human rights lawyer established in 2000 to investigate allegations against Alberto Fujimori and his head of intelligence, Vladimiro Montesinos , who has also been convicted . Gamarra was also General Secretary of the Coordinadora Nacional de Derechos Humanos (CNDDHH), a national coordination office for human rights that brings together 50 Peruvian non-governmental organizations .
According to Ronald Gamarra, Fujimori's lawyers had tried in vain to prevent the human rights violations from being prosecuted on the grounds that the offenses were statute barred. “We were able to show that international jurisdiction expressly excludes human rights crimes from any limitation period. International laws, ”Gamarra said,“ entitle Baltasar Garzón to investigate the crimes of the Franco era ”.
