Sabah Padi Board

The Sabah Padi Board (SPB) was an institution of the Malaysian state of Sabah that was founded in 1967 with the aim of systematically improving rice yields in Sabah. The institution was dissolved in late 1981.

founding

The institution was founded in 1967 on the basis of the AGRICULTURAL PRODUCE BOARDS ORDINANCE from 1963 and the goal formulated in the First Malaysia Plan of promoting the development of rural areas through institutional measures.

With the three institutions Sabah Padi Board (SPB) , Sabah Land Development Board (SLDB) and Sabah Rubber Fund Board , the agricultural development of the economically important areas of rice, oil palm and rubber was secured.

tasks

The goals of the establishment were

  • encouraging rice farmers to bring in two harvests a year,
  • the support of rice cultivation by introducing mechanical processes,
  • Award of investment grants,
  • Marketing and production of rice flour.

In addition, the institution should counteract traditional shifting cultivation and promote the permanent settlement of rice farmers.

Chair of the Sabah Padi Board

The prominent figure on the Sabah Padi Board was Tun Mohd Hamdan , who was later appointed head of state of Sabah . When he was offered the chairmanship of the institution in 1971, he gave up his parliamentary mandate and his work in the Ministry of Finance, and remained committed to the work of the institution. He was held in high esteem by the rice farmers, as he was able to see the progress on site on countless trips through the state. Under his aegis, a significant improvement in the yields of rice farmers was achieved through the introduction of two cultivation cycles per year, optimized irrigation and mechanization of production.

Dissolution of the institution

By the late 1970s, the Sabah Padi Board became uneconomical. Even outsourcing the marketing and milling division to the National Padi Board (Lembaga Padi Negara) in 1979 could not change that. Suspected corruption cases also increased. The institution was so in debt that the government pulled the emergency brake: The Sabah Padi Board was dissolved on January 1, 1982 by ordinance.

The investment subsidies were also suspended and replaced by tax subsidies, which guaranteed the rice farmers stable minimum prices.
