The Salt Lake City Council Hall in Salt Lake City , built 1864-1866, was from January 1866 to 1894 the seat of the City Council and the Legislature of Utah Territory . The architect of the building, built from 1864 on, was William Harrison Folsom. It was a frequent site of clashes between Mormons , citizens of other denominations, and federal forces such as the United States Marshals Service . After the authorities moved to the Salt Lake City and County Building , it served as the police headquarters until 1915 and gradually became less important as it was used. On May 14, 1971, the Salt Lake City Council Hall was added to the National Register of Historic Places and designated a National Historic Landmark on May 15, 1975 .
