Salvador Illa i Roca (born May 5, 1966 ) is a Spanish politician who has served as the Minister of Health of Spain since January 10, 2020. Since 2016 he has also been secretary for the Organization of the Socialist Party of Catalonia . Previously, Illa i Roca was Mayor of La Roca del Vallès from 1995 to 2005 .

Illa was born on May 5, 1966 in La Roca del Vallès, Spain, to Josep Illa, a worker in the textile and embroidery factory in that municipality, and María Roca, a housewife who owned a small textile workshop. He also has two brothers, Ramón and José María, who are both younger than him.

Illa attended the Escola Pía School in Granollers , and he studied at the University of Barcelona , where he graduated in philosophy . He is an Associate Professor at the Blanquerna School of Communication and International Relations. Illa also earned a Masters Degree in Economics and Business Management from IESE Business School . He completed compulsory military service and graduated as Alférez in a company at the Spanish army headquarters in Bruc, Barcelona.

Political career

He was elected to the city council of La Roca del Vallès in 1987 and was appointed city councilor for culture under Mayor Romà Planas i Miró. In 1995 he joined the Socialist Party of Catalonia (PSC) and succeeded the late mayor. During his first term in office, La Roca Village was built, a shopping mall that attracts nearly 4 million visitors each year.

After a successful vote of no confidence in early 1999, he was deposed as mayor and made a comeback when his party won a qualified majority in the local elections in June 1999. In 2009 he moved into the private sector and became CEO of the audiovisual production company Cromosoma, a position he held for nine months.

In September 2005 he was appointed Director General of Infrastructure Management in the Ministry of Justice of the Regional Government of Catalonia. From 2010 to 2011 he was Director of the Economic Management Office of the Barcelona City Council and from 2011 to 2016 Coordinator of the Local Socialist Group in the City Council.

In November 2016, the head of the PSC, Miquel Iceta, appointed him secretary for organization. Illa was the highest ranking politician among the PSC cadres who took part in the "Prou! Recuperem el seny" (in German: "Enough! Let us regain common sense") anti-independence demonstration in Barcelona on October 8, 2017, organized from the Societat Civil Catalana.

He was part of the PSOE negotiating team, along with Adriana Lastra and José Luis Ábalos , which reached an abstention agreement with the ERC when Pedro Sánchez was inaugurated in January 2020.

On January 10, he was introduced as the successor to María Luisa Carcedo as future Minister of Health.

He was appointed on January 13th and sworn in before the sovereign that day. Illa succeeded Carcedo in all public health matters, but not in consumer affairs and social welfare.

The appointment of Illa, who had no experience in the health sector, was defined by the media as "manager" and his possible role in government was not limited to the health department, but also served as a channel of communication with the Catalan independence movement.

Coronavirus pandemic

One of the first challenges for the minister was the outbreak of the coronavirus at the end of 2019. At the end of January 2020, the Ministry of Health, in coordination with the Ministry of Foreign Affairs, initiated the process of returning around 20 Spaniards from China. On January 29, it was announced that they would be held in quarantine for 14 days in a Madrid military hospital. In a joint operation with the UK government, they arrived in Spain on January 31st and were released on February 13th.
