The Senior Enlisted Advisor for the National Guard Bureau is the highest rank of sergeant in the United States National Guard , which is a joint reserve component of the United States Army and the United States Air Force .

The duties of the SEA include advising the Chief of the National Guard Bureau on all matters relating to the training and use, health of the forces and the professional development of National Guard soldiers and airmen.

Command Master Sergeant Kepner joined the Army in 1980 and has been an SEA since 2017. He previously served in the 82nd Airborne Division and the 10th Mountain Division . He joined the Pennsylvania National Guard in 1987, and he served as the best soldier of the 2nd Battalion , 112th Infantry - Regiment , and the 28th Combat Aviation Brigade. Kepner also served as command sergeant major for the Pennsylvania Guard's 28th Infantry Division.
