Shinji Hirai ( Japanese 平井 伸 治 , Hirai Shinji ; born September 17, 1961 in Chiyoda , Tokyo Prefecture ) is a Japanese politician and has been the governor of Tottori Prefecture since 2007 .

Hirai, a graduate of the law faculty of the University of Tokyo , became a civil servant in Jichi-shō , the "Ministry of Self-Government" after graduating in 1984 . There he worked several times in the electoral department, from 1990 to 1993 he was posted to the prefecture administration of Fukui , and in 1995 to the Federal Election Commission , the "federal election commission" of the United States. In 1996 he made a guest appearance at the University of California, Berkeley .

In 1999 Hirai came to the prefecture administration of Tottori and was under Governor Yoshihiro Katayama first head of the department for general affairs ( sōmu-bu ), then in 2001 vice governor . After a term of office he returned in 2005 first to the Sōmu-shō , the "Ministry of General Affairs", successor to the Jichi-shō. When Governor Katayama announced in 2007 that he did not want to run for another term, Hirai ended his civil service career and entered the gubernatorial election on April 8, 2007 as an independent with the support of LDP and Kōmeitō . With a 61% turnout, he was able to clearly beat his only opponent, the CPY- backed independent Atsuko Yamanouchi. He took office on April 13, 2007.
