The Sparkasse Rotenburg Osterholz was created from the merger of the former Kreissparkasse Osterholz with the Sparkasse Rotenburg-Bremervörde in the districts of Osterholz and Rotenburg on January 1st, 2018. Its business area is located in the Elbe-Weser triangle in northeast Lower Saxony .

The organs of the Sparkasse are the board of directors and the administrative board. The institute is based in Zeven . The business area includes the district of Osterholz and most of the district of Rotenburg, with the exception of the southeastern part in which the Sparkasse Scheeßel is located.
The Sparkasse is owned by the districts of Osterholz to 41% and Rotenburg (Wümme) to 59%.
