As economy one is virtue called that a moderate has money management and economic goods and natural resources for the subject. Its social function consists - as with all civil virtues - in the practical management of everyday life on the basis of secure and orderly economic conditions. The positive counter-virtue to thrift is generosity , its form of decay is avarice , its negative opposite is waste .

Prejudices ascribe a number of population groups - such as the farmers , the Swabians , the Scots - to be particularly frugal.

Public thrift

In German budget law , the budget principles require, among other things, compliance with frugality, because the public administration is obliged to frugal budget management ( Section 7 (1) BHO ). This abstract principle of action requires the budgetary administration to achieve a given goal or result with the least possible use of funds ( minimum principle ). The frugality thus implies the goal of not using all the budgeted funds for the intended purpose and thereby retaining residual expenditure.

In particular, the focus internationally budgetary policies at existing high budget deficits in highly indebted countries and heavily indebted developing countries on reducing government spending and a simultaneous increase in government revenues to the state finances to consolidate . This austerity policy forms the essential part of the austerity policy of states , which is usually demanded by international lenders such as the World Bank or IMF within the framework of conditionality . The aim is to reduce new government debt , and ultimately to reduce government debt .
