The Staatsbetrieb Sächsische Informatikdienste (SID) has been the central IT service provider for the Saxon state administration since 2008 . 340 people are employed at the locations in Dresden and Kamenz . He supports the completion of administrative tasks through the use of the most modern information technology, is the central contact person for all IT concerns of his customers and offers high quality, reliable and service oriented IT solutions.

The SID is a subordinate authority of the Saxon State Chancellery (SK). Unit 43 of the SK is responsible for the technical supervision of the SID. Art. 108 of the Basic Law subordinates the State Computer Center Taxes division as the higher authority to the Saxon State Ministry of Finance .

According to VwV SID of April 5, 2019, the state enterprise SID provides IT services on behalf of the state chancellery, the state ministries and their business areas on the basis of service agreements with the authorities and institutions of the state administration. The amount and modalities of the assumption of costs are also agreed in this. This also applies to those IT tasks that are basically assigned to the state enterprise SID by law.

history

The SID was founded on the basis of a joint administrative regulation of the Saxon State Ministries and the State Chancellery on the establishment of the State Enterprise Saxon Informatics Services (VwV SID) on November 27, 2007. On January 1, 2008, the data centers of the Saxon State Ministry for Environment and Agriculture were migrated to Lichtenwalde, the State Statistical Office of the Free State of Saxony in Kamenz , the Saxon tax administration as well as essential parts of the ICT system center of the then State Police Directorate Central Services in Dresden in the SID. With the additional construction of a headquarters in Dresden, the operational capability as a state enterprise was established.

On September 1st, 2012 Sebastian Kiebusch took over the management of the state enterprise .

For the time being, the former IT departments continued to exist as branches, each with their own organizational structure under the headquarters. In 2012, the SID, together with the responsible Saxon State Ministry of Justice and Europe - based on the results of an organizational investigation - created a concept for realigning the state enterprise. The subsequent reorganization with the step-by-step implementation of a new organizational structure and the subsequent follow-up of the process organization resulted in an organizational chart with which the SID was functionally structured and set up across locations.

On December 1, 2015, the joint cabinet proposal “SID 2025” of the Saxon State Chancellery and the Saxon State Ministry of the Interior, which also contained a new version of the VwV SID, was approved. With the submission to the central computer center of the Free State, confirmed by the cabinet at the same time, the way to a far-reaching consolidation in the information technology of the state administration is mapped out. The central data center and the associated backup location are to be operated by the SID.

On the basis of Cabinet resolution 06/0178, the Police Operations and Procedures department was transferred to the newly established Police Administration Office in December 2015 . On May 1, 2018, the resources of the SID location in Lichtenwalde were to be transferred to the responsibility of the Saxon State Ministry for Environment and Agriculture .

By resolution of the Saxon State Government, responsibility for "administrative modernization and IT" and thus also for "e-government" was transferred from the Saxon State Ministry of the Interior to the Saxon State Chancellery on August 1, 2018 . Since then, the official and technical supervision of the SID has been exercised by the State Chancellery. With the new responsibility, the aim of the state government to further develop the SID into an efficient and innovative, central IT service provider, is to be underlined in its importance for the Free State of Saxony.

On March 19, 2019, the Saxon cabinet dealt with a report by the Saxon State Chancellery on strengthening the SID, including the new VwV SID of April 5, 2019, which was published on May 2, 2019.
