In 1890, citizens of Gütersloh first expressed their desire for a “people's hall” for bourgeois sociability. The idea of a town hall was not taken up again until 1959 and a town hall committee was founded in 1968. The architectural group Friedhelm Flöttmann (Gütersloh), Wolfram Funke (Dortmund), Helmut Kornfeld (Gütersloh) and Heiner Eckebrecht (Kelkheim) won the competition and in 1974 received the contract to plan the town hall with parking garage.

Construction work began in June 1976 on the site of a former brewery at the corner of Friedrichstrasse and Barkeystrasse. In autumn 1979, the town hall was completed for around 23 million D-Marks and, in spring 1991, an additional event room was added with the small hall. Miele managing director Kurt Christian Zinkann (1904–1985) gave the city a Kleuker organ for the large hall, an instrument with 38 registers on 3 manuals, for the construction of the town hall.

In the bowling center with 8 lanes in the basement, several national and international competitions took place. B. in August 2003 the IX. Senior World Championships in sport bowling .

In 2013, renovation and conversion work on the hall began in three construction phases: relocation of the main entrance, modernization of the conference rooms, fire protection and event technology, addition of a three-part podium system to the stage in the large hall, installation of a photovoltaic system on the roof and an energetic renewal of the facade for the entire house.

The foyers offer space for receptions, buffets or exhibitions. Together with the two halls and the forum, the event area amounts to a total of 3000 square meters. The large hall offers space for up to 2500 people, the small hall for up to 500 people. Both halls are multifunctional. In addition, the town hall has five conference rooms, which were renovated in 2015. There is a restaurant next to the small hall.

The gallery in the forum of the city hall regularly shows art exhibitions, mainly by regional artists, which can be viewed free of charge by visitors to the city hall.
