Stephan Noller (born January 6, 1970 ) is a German internet entrepreneur.

Life

Stephan Noller studied psychology at the University of Cologne and graduated with a diploma on "Mental Models and Web Navigation". In specialist publications and research work, he dealt with the question of how conclusions can be drawn from the online behavior of users using statistical methods. After working at TNS Emnid , where he was responsible for setting up a method for measuring Internet reach for the industry association AGOF , which was awarded the German Market Research Prize in 2006, he developed a targeting system at TNS Infratest in 2005/2006 for online advertising based on automated profiling, which u. a. at United Internet Media , the group to which u. a. the portals gmx.de and web.de belong, under the name TGP was used.

Noller was responsible for the further development of this targeting system (predictive behavioral targeting from nugg.ad) and the continuous adaptation of the technology to the requirements of the market. The aforementioned targeting system was the first targeting process on the market to receive the data protection seal of approval from the independent regional center for data protection in Kiel (ULD) under the direction of Thilo Weichert , as well as the EuroPrise seal sponsored by the European Commission. One of the main reasons for this award was the introduction of an upstream anonymization service that reliably filters out IP addresses and thus fulfills the data economy , which is central to data protection . As Chairman of the Policy Committee at IAB Europe, he also represented the interests of the European Internet industry in Brussels. The focus of his work was data protection and its challenges due to data-driven business models on the Internet.

As part of this activity, a broad coalition of associations, companies and technology providers of the European online industry presented a self-regulation model to the public on April 16, 2011, which addresses and addresses the regulatory gap in the implementation of the European Commission's E-Privacy Directive should lead to more transparency and control in dealing with "online behavioral advertising".

In addition to the industrial aspects, Noller also takes part in the so-called post-privacy debate and deals with the question of the extent to which the classic model of data protection can still be applied to current usage scenarios on the Internet and in big data scenarios. Stephan Noller is also a member of the “Young Digital Economy” advisory board in the Federal Ministry for Economic Affairs and Energy (BMWi).

After selling nugg.ad AG, which he founded, to Deutsche Post in 2010 and later to Zalando AG in 2015, he founded ubirch, another company that deals with secure communication for applications in the Internet of Things. The security of communication is to be established by things communicating via cellular networks and asymmetric encryption. In addition, ubirch GmbH deals with the device-based measurement of emotions, which are evaluated using machine learning methods.

Noller is also co-founder of the Berlin-based non-profit Calliope gGmbH, which has set itself the goal of supporting initiatives in the field of digital education and developing its own offers. In this context, the Calliope mini handicraft board was presented, which was presented at the Federal Government's IT summit in autumn 2016.
