Swinburne Island is an artificial island in Lower New York Bay , in the Hudson Estuary near New York , west of Coney Island .
The island was raised in 1860. It was used to quarantine immigrants with infectious diseases who arrived on Ellis Island . The last time the facilities were used on the island was in 1910 when some cases of cholera occurred on an immigrant ship.
The island's name was once Dix Island but was renamed in recognition of the work of medical doctor John Swinburne . Today the island is a historic monument managed by the National Park Service .
