System of service description, quality description, quality inspection and calculation of fees

from Wikipedia, the free encyclopedia

The system of service description, quality description, quality inspection and calculation of remuneration (SYLQUE) is a needs assessment procedure from the area of disabled assistance , which is mainly used in residential and further training areas. In 1996 it was established by the “Association of Catholic Institutions and Services for Learning and Mentally Handicapped People”. V. “(VKELG), which has since been incorporated into the Federal Association of Caritas Disabled Aid and Psychiatry eV (CBP).

The aim was to develop an instrument that can record the need for help of the people being cared for, and that provides a basis for payroll accounting, staffing and quality descriptions.

In 2000, the association commissioned the Institute for Technology and Labor at the Technical University of Kaiserslautern to develop a quality management system based on this that meets the requirements of DIN EN ISO 9001 and the EFQM model for excellence.

execution

Based on the Donabedian quality model , framework conditions, services and organization are described. All activities should be recorded and optimized in a process-oriented manner. The quality should not be redefined, "but refers to the standards developed in the last twenty years and the past ten years of determining the need for assistance." Even under economic pressure, the level reached should not be lowered, but demanded.

In the opinion of the Federal Ministry for Family, Seniors, Women and Youth , it is an instrument for self-evaluation and can in principle be used "as a basis for performance and quality agreements, staff assessment and remuneration calculations."

criticism

  • The system moves within the framework of already known concepts, therefore does not bring any quality management approach and is classified as not productive.
  • The understanding of disability and the conceptual tailoring of the system to large facilities and the low level of user orientation are rejected.
  • SYLQUE appears as a pure personnel measurement system that does not set any further reflected standards.

However, there are day-care centers outside of the area of disability assistance that are developing parts of the system for your purposes.
