TV Brasil is a national television channel under the control of the Brazilian federal government.

Structure and background

TV Brasil is organized by the holding company Empresa Brasil de Comunicação (EBC), which was founded in October 2007 and, in addition to TV Brasil and its international offshoot, TV Brasil Internacional , operates several radio channels and the Agência Brasil news agency . TV Brasil has been on the air since December 2nd, 2007 - at the same time as the start of digital terrestrial television in Brazil. On the same day, the TVE Brasil (Televisão Educativa) channel, which has been broadcasting under the indirect control of the Ministry of Education since 1975, was discontinued. Its infrastructure and broadcasting frequencies were transferred to TV Brasil.

The declared aim of TV Brasil is to enrich the content of the television offering of the Brazilian citizens: The focus is on information and educational programs, but also on artistic productions. (Firstly, in contrast to the country's commercial television channels, which focus on entertainment series, shows, sensations and sports, and secondly, in the mainly European tradition of public service broadcasting, which is committed to democracy .) The political project of an independent and democratic broadcaster came under the social democratic Luiz Inácio Lula da Silva's government was initiated against the background of a media landscape dominated by a few families and predominantly oriented towards commercial goals.

TV Brasil is managed by the respective president of the EBC holding company. In 2011, Lula's successor Dilma Rousseff appointed long-time journalist Nelson Breve, who previously served Lula as press secretary, to succeed the first EBC President Tereza Cruvinel, who was appointed by President Lula in 2007 . There is a 22-strong program council on the programs, the majority of which are representatives of civil society. 45 percent of the station's own productions are produced, a further 12 percent are produced by independent producers who apply for contracts in a tendering process. TV Brasil (like the other EBC channels) is financed from tax revenues from the federal budget. The Federal Minister for Social Communication, Franklin Martins, is the Chairman of the Administrative Board .

TV Brasil can be received free of charge via satellite (analogue and digital) throughout Brazil, and the channel is also represented in all cable networks. In most parts of the country, TV Brasil can also be received via antenna, in some cases already in digital format (according to the national SBTVD standard ). TV Brasil can also be received on the Internet via the broadcaster's homepage, albeit in a restricted program selection for legal reasons. Mainly due to the outdated technical infrastructure and the limited range in an environment that is still dominated by analog reception, TV Brasil has an average viewer share of only around two percent.

TV Brasil Internacional

Since May 2010, the sister channel, TV Brasil Internacional, has been broadcasting, which aims to reach Brazilians living abroad, but also Portuguese-speaking citizens of other countries who are interested in Brazil. Initially, it was available in 49 African countries via the fee-based Multichoice satellite platform (or its cable offer). In the meantime, individual cable retransmission contracts have been added in South America, the USA and Portugal, as well as an unencrypted transponder on the NSS 806 satellite over South America. The distribution is to be expanded step by step.

A predecessor project of TV Brasil Internacional as a state-financed international television, albeit with a different focus, was the Spanish- and Portuguese-speaking channel TV Brasil - Canal Integración : This channel, founded by the Lula government in 2004, represented the political goal of strengthening regional integration and was directed Satellite to viewers across South America. It commenced trial operation in January 2005 and regular operation the following September. The first test broadcasts took place from January 26th to 31st, 2005 as part of the 5th World Social Forum in Porto Alegre (Brazil), consisting of interviews, discussions, information and live events. The second trial run took place from May 9th to 11th, 2005 as part of the South America - Arab States Summit from Brasília . Before the start of TV Brasil Internacional, TV Brasil - Canal Integración was discontinued.
