Taltal [ talˈtal ] is a port city in the region and province of Antofagasta in northern Chile , which was founded as Puerto de Taltal on July 12, 1858 by President Manuel Montt Torres .
The Paranal Observatory on Cerro Paranal and in the Atacama Desert , 110 km to the north, is operated by the European Southern Observatory .
