Thacher Island is an island located less than a kilometer east of Cape Ann in the state of Massachusetts in the United States , which is part of the urban area of Rockport . In the shallow water island, many ships sank, especially in the 17th and 18th centuries, until the Cape Ann Light Station was built in 1771 . The island played a role in the Civil War and in 1967 served Joseph Barboza as a hideout as part of the witness protection program . In the north of the island is the Thacher Island National Wildlife Refuge .
