The Thacher Island National Wildlife Refuge is an 8.9 hectare reserve established in 1972 on the eponymous Thacher Island in the state of Massachusetts in the United States . It is classified in IUCN Category IV and is primarily used as a resting place for migratory birds . Black-headed gulls , geese birds , loons , grebes , cormorants , alken birds , seals and herrings live permanently in and around the reserve .
