The Concourse is a residential and commercial high-rise in Singapore . When driving from Changi Airport , the tower with its characteristic silhouette forms a landmark .

The cost was Singapore $ 248.1 million . Construction was completed on February 5, 1994.

Paul Rudolph designed The Concourse as a "Tropical Skyscraper". Its use of sun protection elements , overhangs, balconies and communal gardens is reminiscent of the proposals of the Malaysian architect Ken Yeangs for a green building .

The octagonal floor plan refers to the number 8 , which is associated with prosperity in Chinese culture .
