He was the eldest son of Thomas Powys, 3rd Baron Lilford and Mary Elizabeth Fox, daughter of Henry Vassall-Fox, 3rd Baron Holland . He was on the Harrow School educated and studied at Christ Church College of Oxford University . In 1861, when his father died, he inherited his title and became a member of the House of Lords . In 1858 he was one of the 20 founders of the British Ornithologists' Union , of which he was president from 1867 until his death. He was also President of the Northamptonshire Natural History Society .

He traveled extensively, particularly in the Mediterranean . His extensive collection was maintained on his Lilford Hall estate until 1991 . Birds from around the world were on display in its aviaries, including rheas , kiwis , rose-headed ducks and even a pair of free-flying bearded vultures . He was responsible for introducing the little owl to England in the 1880s.

He wrote ornithological books such as Notes on the Birds of Northamptonshire and Neighborhood (1895) and Colored Figures of the Birds of the British Islands , which was completed by Osbert Salvin after his death .

He married on June 14, 1859 in his first marriage with Emma Elizabeth Brandling († 1884), the daughter of Robert William Brandling, married. With her he had three sons, Thomas Atherton Powys (1861-1882), John Powys (1863-1945) and Stephen Powys (1869-1949). After the death of his first wife, he married on July 21, 1885 in second marriage Clementina Georgina Baillie-Hamilton (1839-1929), daughter of Ker Baillie-Hamilton (1804-1889), Governor of Newfoundland . The marriage remained childless.

He died in June 1896 at the age of 63. Since his eldest son John had already died childless at this point in time, his second-born son inherited his title of nobility.

Animal taxa such as the Balearic lizard ( Podarcis lilfordi ), the Lilford woodpecker ( Dendrocopos leucotos lilfordi ) and the Lilford crane ( Grus grus lilfordi ) are named after Baron Lilford .
