Thorsten Franz

Thorsten Franz (born March 19, 1967 in Salmünster ) is a German legal scholar, professor at the Harz University of Applied Sciences and an adjunct professor at the Martin Luther University Halle-Wittenberg .

Scientific career

Since the winter semester 1986/1987, Franz studied law at the universities of Marburg, Mainz and Frankfurt am Main. He passed the first state examination in law in 1991 in Frankfurt am Main. In 1994 he passed the second state examination in law in Kassel. After two years as a lawyer in Halle / Saale, Franz worked from 1996 to 1999 as a research assistant at the Martin Luther University in Halle-Wittenberg with Monika Böhm. Here he obtained his doctorate in 1999. iur. with a dissertation on the topic “The relationship between the use of open space and internal development” (awarded the Luther Medal, DFG publication funding). Then he was a research assistant at Winfried Kluth's chair. In 2003, Franz completed his habilitation with a thesis on the subject of "Making profits through municipal services of general interest" (DFG publication funding). Franz was granted the license to teach “Public Law, in particular Public Finance Law and Environmental Law, European Law”.

In the years that followed, Franz held numerous teaching positions at various universities in Germany and abroad. From 2006 to 2008 Franz was a research assistant at the Otto-von-Guericke University Magdeburg. In the summer semester 2007 Franz was a substitute professor at the University of Kassel (chair for environmental and technology law) and from the winter semester 2008/2009 a substitute professor at the Harz University of Applied Sciences (department of administrative sciences, professor for European law and European administrative management). In 2010 he received an adjunct professorship from the University of Halle-Wittenberg. Since the summer semester of 2012, he has been professor for construction, planning and environmental law in the administrative sciences department at the Harz University of Applied Sciences in Halberstadt.
