Tobias Ellwood Martin PC (* 12. August 1966 in New York City , United States ) is a British politician of the Conservative Party . He has been Parliamentary Secretary of State in the Foreign and Commonwealth Office of the United Kingdom since July 15, 2014 .

After graduating from Loughborough University , Ellwood was a soldier in the Royal Green Jackets regiment from 1991 to 1996 . He was stationed in Kuwait, Northern Ireland and Germany. He then worked on the London Stock Exchange for two years . Ellwood lost his brother Jon in the 2002 Bali attack .

Ellwood gained international fame after attempting to resuscitate a police officer in the terrorist attack in London on March 22, 2017 , but failed. Ellwood was made a member of the Privy Council in recognition of his act .
