Urban Search and Rescue

Urban Search and Rescue ( USAR or US&R , English search and rescue in cities ) is the name for rescue operations involving damage to buildings in urban construction. The characteristic elements of damage require special training and equipment. Localization by rescue dogs and technical location systems is just as important as the qualified implementation of rescue work and the care and support of victims of burial, mostly earthquakes or explosions .

Standards

There are several USAR teams in Germany , Austria and Switzerland that can be sent abroad. In Germany the SEEBA (Rapid Response Unit for Rescue Abroad of the Federal Agency for Technical Relief ), ISAR Germany (International Search and Rescue), @fire Internationaler Katastrophenschutz Deutschland eV, the Federal Association of Rescue Dogs (BRH) and the German Earthquake Rescue - Dept. USAR In Austria the AFDRU and the SA-RRT MUSAR module of the Arbeiter-Samariter-Bund Austria and in Switzerland the Swiss rescue chain .

After certification, some of these units are members of the International Search and Rescue Advisory Group (INSARAG). This sets standards for the size of the teams and the working methods. All USAR teams, regardless of their classification and operational involvement, should consist of the components management, logistics, search, rescue and medical. The INSARAG USAR team classification system has three levels of classification: Light, Medium and Heavy USAR teams.

Light USAR teams have the operational ability to carry out superficial search and rescue work immediately after the disaster occurs . Usually, Light USAR teams come from the affected country or from neighboring countries. It is not intended that Light USAR teams will be used for international relief missions.

Medium USAR teams have the operational ability to carry out technical search and rescue work in destroyed structures . Medium USAR teams are able to break, break through and cut concrete. Medium USAR teams are not expected to break, break through, or cut reinforced concrete. International Medium USAR teams travel to an affected country within 32 hours of being announced in the virtual On-Site Operations Coordination Center (OSOCC).

Heavy USAR teams have the operational ability to carry out difficult technical search and rescue work in destroyed structures that are reinforced with steel and reinforced concrete . Heavy teams are geared towards international deployment after disasters in which a large number of destroyed structures can be found, and are deployed when national resources are insufficient or exhausted. International Heavy USAR teams travel to an affected country within 48 hours of this being announced in the virtual OSOCC.

In Germany, on September 2, 2007, the BA THW's SEEBA was certified in the classes “Medium USAR” and “Heavy USAR” in a classification exercise (IEC) in accordance with the requirements of INSARAG. On October 4th, 2007 ISAR Germany was certified as "Medium USAR".
