Summary

On planet Juran, a golden being named Etelgar fights and defeated the Ultraman Cosmos. He summons his accomplice Arina on the palm of his hand and locks Kosmos in her spacetime lock. Cosmos quickly frees Musashi from him, but to their horror, other Ultra Warriors such as Tiga, Dyna, Gaia, Nexus, Max and Mebius also fall victim. Ultraman Zero, who pursues Etelgar in different dimensions, encounters him and attacked the enemy again. But he withdraws and says that Zero is more of a "main course". Arina and Etelgar saw Ultraman Ginga, the ultra warrior of the future, on their journey.

Meanwhile, UPG members celebrate the return of Hikaru Raidō from his year-long wandering the world. After giving gifts to UPG members, he is introduced to the new member, Sakuya. Sakuya was spotted by Captain Jinno as a liaison with Victorian and Humanity and Mana, destroyed during the attack by Vict Lugiel, but later rebuilt by Tomoya through imprints and memories from her Victorium necklace. The party is interrupted by an alarm. This eventually leads its members to a huge castle in a nearby town. Arina approaches the UPG members and lets Ultraman Ginga appear. But the team attacks them instead. Arina reveals the Ultra Warriors in her prisoner before Musashi steps in and joins the UPG, while Etelgar also approaches. Victory appeared and fought Etelgar before Hikaru helps him and transforms into Ultraman Ginga. Etelgar, however, resists the attacks. Before they could be caught by Arina, the two quickly cancel their transformations, and Sakuya provides them with cover. During this time, her Victorium necklace releases a wave that gives Arina a tremendous pain before being picked up by Etelgar .

Back at Live Base, Musashi introduces himself to host Ultraman Cosmos and tells them about Etelgar's mission to seal Ultra Warriors. Captain Jinno assures that the whole UPG is ready to help him. After Etelar healed Arina from her headache, she invades Live Base and turned her attention to the hosts of Ultraman Ginga and Victory. While Arisa, Gōki, and Mana fought the warrior, Sho threw his necklace, which caused Arina to regain her senses. When Hikaru introduces himself and his Ultraman identity, Arina remembers her past in panic: a long time ago her planet Zandt was destroyed by Ultraman Ginga until Etelgar and his spacetime castle saved her. Musashi reveals that her story is an invention of Etelgar that led her to his conquest. Said has arrived and has brought Arina back under his control. Although initially aimed at attacking Ginga and Victory, Zero emerges from a black hole instead and quickly hits him. After a brief scuffle, Zero tries to use Final Ultimate Zero, but the attack only destroyed his scarf and mask. Next to Arina, the two withdraw into the space-time castle. They send a warning to Hikaru to surrender within two hours or the captured Ultra Warriors would be destroyed.

After analyzing Arina's mirror, Tomoya discovered that both the mirror and the Victorium have the same frequency. By using the Victorium for the purpose of smashing the mirror, you can free all of the caged Ultra Warriors. Musashi sends Hikaru and Sho to a training session with Ultraman Zero who handcuffs them with the intention of persuading them to work together. The rest of the UPG members and Musashi are sent to the mission instead, while Shepherdon's Spark Doll is provided by Sho. But Etelgar arrests her except for Musashi and lets him fight Arina. Once the workout is complete, her handcuffs transform back into their true shape, the Ultra Fusion Brace . As Zero relates, the object was entrusted to them by Ultraman King, the legendary figure of the Land of Light. Hikaru brings news of his and Sho's success to his comrades. He gives them the strength to fight their nightmares and eventually wake up using Shepherdon's power to set the Ultra Warriors free. Musashi rejoins Kosmos and follows the fleeing Ultra warriors who surrender their powers to the Ultra Fusion Brace in Hikaru's possession.

When things go beyond his expectations, Etelgar manipulates the citizens' fears and creates a gigantic copy of Dark Lugiel. Hikaru and Sho perform the Ultra Touch and create an Ultra Warrior that results from the combination of their alter ego : Ultraman Ginga Victory. The new character easily gets through Dark Lugiel's attack and destroys him via Ginga Victory Breaker. Together with the rest of the Heisei Ultra Warriors, the group marches to the tower. But Etelgar creates several copies of her past enemies and lets Cosmos and Ginga Victory reach the upper level. Etelgar and Arina attack her with all their might until Cosmos adopts Eclipse mode and purged Arina of Etelgar's influence. Through Hikaru's art of persuasion, Arina manages to regain her memories and finally to bring security from Kosmos, while Ginga Victory resumes the fight. The other Ultra Warriors win their battles and Ginga Victory chases Etelgar into space. Now he finally realizes his real motives behind the clutches of the Ultra Warriors, which can be traced back to their bond with humanity, before they finally end him with Ultra Fusion Shoot. The rest of the Ultra Warriors soon destroyed the spacetime castle with transition formation.

When the rest of the Heisei Ultras return, Musashi / Cosmos brings Arina with him after entrusting UPG, Hikaru and Show with the safety of the earth. Sho later joins the ranks of the UPG, and the rest of the crew saluted the audience after the credits.
