Unruly Passenger

An unruly passenger is a passenger who becomes aggressive or violent towards other passengers or the crew or who damages the aircraft or riot at the airport . Alcohol consumption and other drugs or pharmaceuticals are primarily responsible . Stress, excessive demands, long waiting times at airports or delays can also lead to aggressive or violent passengers. 53 percent of the airlines are members of the International Air Transport Association(IATA) report increasing numbers of aggressive or violent passengers. 40 percent even had to reschedule a flight. According to IATA, there was one incident in every 1424 flights in 2016, in 2017 there were already 1053 flights and the extreme cases are increasing at an above-average rate.

The Tokyo Convention of 1969 has regulated incidents of this type for civil aviation until now. The Convention is to be expanded by the Montreal Protocol of 2014. The new protocol will come into force as soon as 22 countries have ratified the protocol.

India was the first country to introduce blacklisting rules , national and international airlines are required to keep the blacklisted and share it with the Indian government.
