At the beginning of his reign there was a treaty between the Assyrians under Aššur-ahhe-iddina and the Elamites, in the course of which the Elamites returned some cult images that they had captured in earlier campaigns. In the following years there was a famine in Elam, whereupon the Assyrian king Aššur-bani-apli delivered grain to Elam. Refugees from Elam were allowed to settle in Assyria until there should be better harvests there. Despite these good relationships, Urtak attacked in 664 BC. BC Babylonia, but was defeated by the army Aššur-bani-aplis, whereupon Urtak died in the same year.
