Usto Kanlandar Chivak was a builder in the Khiva Khanate . He built in the first half of the 19th century in the west of the old town of Khiva Ichan Qal'а to the UNESCO World Heritage belonging palace Tash Hauli .

Khan Alla Kuli had a new city center built in the east of the old town and, in this context, planned the construction of a new palace, the Tasch Hauli. Since the construction was to be completed quickly, but the original builder Usto Tadshi Khan decided that the plan to build it in two years was impossible, it was staked . So the order was passed on to Usto Kanlandar Chivak. He finally realized the palace in a construction period of nine years. The palace is characterized by its design reminiscent of a fortress on the outside and on the inside by its rich decoration.
