Vasif Yusif oğlu Talıbov (born January 14, 1960 in Araliq, Şərur Rayon ; name in German also Wasif Jusif Talibow, also Talybov) is chairman of the regional parliament, Ali Məclisi, and at the same time head of the Azerbaijani enclave Nakhichevan .

Life

Vasif Talıbov was born on January 14, 1960 in Araliq in the Şərur district in the northwest of the ASSR Nakhichevan , which was then part of the Soviet Union . He is married and has three children.

In 1976 he finished middle school. 1977–1981 he graduated from the State Pedagogical University (today State University) in the capital of the Nakhichevan exclave in the subjects of history and philology, from 1994–1998 he completed a correspondence course in law at the Baku State University . According to official sources, he got a doctorate in economics and became a professor. He speaks Russian, but reportedly little English.

In 1981 he worked as a teacher in a village in the Şərur district. Later in 1982 he worked as a "cadre inspector" and department head in the jersey factory in Nakhchivan.

Talibov supported the later President of Azerbaijan Heydər Əliyev , who was initially head of the Nakhichevan exclave from 1991 to 1993 after his return from Moscow. He was his right-hand man and acted from September 1991 to October 1993 as "Senior Assistant to the Speaker of Parliament" of Nakhchivan. In practice he was head of the regional administration. His family ties to the Əliyev clan helped his career.

Chief Nakhichevan

When Heydər Əliyev was elected President of Azerbaijan on October 3, 1993, Talıbov held the position for him in Nakhichevan.

Talıbov was from July 1993 to April 1994 initially acting head of Nakhchivans. After the interim of Natiq Hasanov , who served as president from April 1994 to December 1995, Talibov was again head of Nakhichevan, but this time he has remained in this position to this day.

Talıbov was elected member of the parliament of Azerbaijan, Milli Məclisi, and in December 1995, 2000 and 2005 member and chairman of the regional parliament and thus head of Nakhchivan. He ran for elections to the Azerbaijani parliament in the Şərur - Sədərək district . At times he was chairman of the Azerbaijan-Iran working group and a member of the Azerbaijan-USA and Azerbaijan-France interparliamentary working groups.

Talıbov was also at the First World Congress of Azerbaijanis on 9/10. Elected to its Coordination Council in Baku on November 2001.

A two-volume encyclopedia on Nakhichevan was published under his direction in 2005. An encyclopedia on the monuments of the exclave followed in 2008.

Controversial governance

Talibov provided - as it was officially called - for "reforms" in the legal and educational sector, promoted the economy and culture and ensured the territorial and political integrity of the exclave. He had new buildings built for universities and the academy and looked after historical monuments and traditions in the exclave. Talıbov promoted economic and cultural relations with the neighboring countries Turkey and Iran as well as contacts with the Azerbaijanis in Northern Iran. He is also responsible for the lively contacts in tourism, trade and the environmental sector with the Austrian EU model region of Styria .

However, his authoritarian governance has been sharply criticized by political observers, human rights organizations and the opposition. Some refer to Talıbov in allusion to Turkmenistan's former ruler Saparmyrat Nyýazow as "Naxçıbaşı". Frustration with the economic and political backwardness of the exclave, with the lawlessness, violence and corruption prevailing there, a large number of Nakhichevans have emigrated. Many are also looking for happiness, that is, work and better living conditions, in neighboring countries - in Turkey, Iran, Russia and the wider diaspora.
