The Association of Public and Cooperative Economy Austria (VÖWG) represents part of the European social partnership the interests of the public economy, especially in the field of general interest . The association thus represents companies and institutions that provide services of general interest owned, with participation or on behalf of local authorities. In addition to public infrastructure (passenger transport, water, energy, waste), education, health, culture and social services are also included in the concept of services of general interest. 

Common economy in the European social partnership

The VÖWG represents interests on a European and national level and works in the areas of economy, finance and internal market, social affairs and health, media and communication, transport, environment and energy. The aim is to better network municipalities and public companies with institutions from politics, business and science at national and European level.

As the Austrian section of the European Central Association of the Public Economy in Brussels - (CEEP) - the VÖWG is part of the European social partners and works on the development of laws. In addition, as a member of the International Research and Information Center for Communities (CIRIEC) based in Liège / Belgium, the VÖWG uses international expertise and contacts. In this way, it protects the interests of its members and helps shape European economic and social policy.

The former Vice Mayor of Vienna Renate Brauner has been President since November 2011. Heidrun Maier-de Kruijff has been managing director since March 2010.

Negotiations and debates with responsible politicians, relevant decision-makers in the General Directorates of the European Commission , in the European Parliament , in delegations, committees, national ministries and state authorities are part of the daily work of the association.

The European dynamic of liberalization and single market orientation pose administrative and economic challenges for numerous companies and institutions of general interest and public economy . The underlying set of rules is subject to permanent reform reservations, which also has a decisive influence on the legal requirements for the sustainable and qualitative provision of public services in the interests of the population.

That is why the VÖWG wants to make the special features and advantages of public service provision clear to European decision-makers. Together with partner organizations, the VÖWG wants to offer an established platform to effectively bring in interests and demands. This dimension of European political association work is steadily gaining in importance in order to prevent the erosion of services of general interest via the detour of European public procurement and subsidy law.

In addition to safeguarding the interests of members, the association offers a number of other services: special research or the compilation of information portfolios on important topics - such as EU funding programs - or legal support for consultation processes on a European and national level. The association sees itself as a mediator between experts from the public economy and political decision-makers and institutions from politics, business and science.

The interest group was founded in 1952 under the name "Arbeitsgemeinschaft der Österreichischen Gemeinwirtschaft". In 1990 the name was changed to "Association of Public Economy and Community Economy in Austria". 

With the increasing importance of municipal tasks and services after the years of reconstruction, representatives of the municipal level held the office of president for three decades . The Viennese city councilors Franz Nekula, Fritz Hofmann and finally the President of the State Parliament, Johann Hatzl, performed this function.

On November 16, 2011, Renate Brauner, Vienna City Councilor for Economic Affairs, was elected President, who succeeded Christian Oxonitsch in this office . Heidrun Maier-de Kruijff performs the function of managing director in personal union with the Association of Austrian Municipal Companies (VKÖ).
