Volker Michael Ullrich (born October 14, 1975 in Illertissen ) is a German lawyer and politician ( CSU ).

biography

Ullrich attended the Erasmus grammar school in Amberg and graduated from high school there in 1995. From 1996 to 2001 he studied law and business administration at the University of Augsburg and at the Fern-Universität Hagen . He received a scholarship from the Konrad Adenauer Foundation . He passed the first state examination in 2001 and the second state examination in 2004. In 2002, with a thesis on options for measuring severance pay and compensation claims under stock exchange law , he was awarded a Dr. jur. PhD. In 2004 he also became a business graduate. From 2005 to 2011 he worked as a lawyer in medium-sized and international law firms. From September 2006 to April 2013 Ullrich was chairman of the board of Opalenburg Vermögensverwaltung AG . Ullrich was elected professional city councilor and head of the regulatory department of the city of Augsburg in 2011 . Since 2018 he has been chairman of the CSA (Christian Social Workers Union) and a member of the CSU party executive committee.

Ullrich was an honorary member of the Augsburg city ​​council from 2002 to 2011 , then a professional city councilor until 2013. In 2011, Ullrich was elected professional city councilor and advisor for security and order in the city of Augsburg. In this function he was responsible for the registry office, the market with food monitoring and veterinary office, the citizens' office with public order office and immigration office, the traffic monitoring service with security service, the professional fire brigade and crime prevention. He implemented a complete ban on street prostitution in the city of Augsburg. After his election to the German Bundestag, Ullrich resigned as a professional city councilor. In the 2013 Bundestag election on September 22, 2013, he won the direct mandate in the Augsburg-Stadt Bundestag constituency , which he defended in the 2017 Bundestag election, with 44.4 percent of the first votes .

In the 18th electoral term he became a member of the Committee on Legal Affairs and Consumer Protection and the 3rd Committee of Inquiry into "Terror Group NSU II" . His work focuses on internal security and criminal law policy. As rapporteur, he promoted the law to strengthen the protection of law enforcement officers and rescue workers. In the parliamentary procedure, this law also made a criminal offense of obstruction of aid workers in Section 323c of the Criminal Code , e.g. B. by blocking the emergency lane on the highway created.

In the years 2014 to 2017, Ullrich gave the most speeches for the CDU / CSU parliamentary group. With a total of 110 speeches in the 18th electoral term, he led the speaker statistics of all members of the German Bundestag. Not only did he get the floor on many legal and domestic issues, but he also spoke on issues of human rights, financial policy and budgetary issues.

In the summer of 2016, the CSU assembly of delegates re-elected Ullrich with 96.4 percent as the direct candidate for the constituency for the 2017 federal election.

In the 2017 federal election he was able to defend the direct mandate in the Augsburg-Stadt constituency with 34.8% of the votes. He also belongs to the 19th German Bundestag. There he is, among other things, a member of the committee pursuant to Section 23c (8) of the Customs Investigation Service Act .

At the state assembly of the Christian Social Workers' Union (CSA) on November 10, 2018 in Munich, he was elected chairman of the CSU social wing with 99%.

Ullrich has been a member of the Franco-German Parliamentary Assembly since 2019 .
