The Water Association Act regulates the establishment, status, restructuring and dissolution of water and soil associations .

In 1991 it dissolved the law on water and soil associations of February 10, 1937 ( RGBl. I p. 188) and the first ordinance on water and soil associations (WVVO) of September 3, 1937 (RGBl. I p. 933 ) from (§ 78 WVG).
