Wennigsen law

The law known as the Wennigsen Law on the reorganization of the municipality of Wennigsen (Deister), District of Hanover, was a state law of Lower Saxony . The legal norm was passed by the Lower Saxony state parliament on November 25, 1969 , following preparation by the Lower Saxony Interior Minister Richard Lehners , and came into force on January 1, 1970. The law, comprising only three paragraphs, was founded by the municipality of Wennigsen (Deister) as the largest municipal authority in the Hanover area at that time, with 53 square kilometers . It served as a model for the comprehensive administrative and territorial reform in Lower Saxony in 1974 and was the textual basis for many municipal merger laws at that time.

The subject of the regulation was the amalgamation of seven previously independent municipalities to form the municipality of Wennigsen (Deister). The state parliament resolution merged the communities with around 11,000 inhabitants at the time:

In § 2, the municipal supervisory authority was authorized to allow different real tax rates for a maximum of five years. Section 3 regulated the entry into force at the beginning of 1970.

As early as the 1950s, the necessity of the local structural reorganization of the state of Lower Saxony, which was only founded after the Second World War , became apparent . The Hanover region was regarded as one of the first areas, initially with the Law on the Order of the Greater Hanover Area (1962). This should be the basis to combine several independent communities into larger units of local self-government (later merger ratio Wennigsen: seven churches merged into one large village ). Building on the first experiences, the state government under Prime Minister Georg Diederichs decided in 1965 to set up an expert working committee to work out proposals for comprehensive municipal reform ( Weber Commission ). Her work included the investigation of district structures as well as the question of contemporary community sizes.

In 1974, Lower Saxony carried out a comprehensive regional reform, which among other things led to the establishment of the Hanover district. The Wennigsen law had already created a large community in the south-west of Hanover in the form of a unified community , which at that time was considered sufficiently efficient and became part of the newly founded district. The amalgamation to the municipality took place by law at the beginning of 1970. The founding act of the municipality Wennigsen (Deister) was celebrated on January 31st under the chairmanship of the district director of the district of Hanover, Friedrich Bischoff. The state's financial support for the municipal merger amounted to 340,000 marks. The structure of Wennigsen (Deister) has remained unchanged since 1970.
