Territorial reform in Lower Saxony
The municipal territorial reform in Lower Saxony was carried out from 1972 to 1978 as a district reform. At the same time, many municipalities were dissolved and the administrative structures changed (reform of the administrative districts ).
In contrast to other district reforms, this was not carried out on a set date, but gradually by means of several laws that regulated the reorganization in different areas and came into force at different times. Initial experience was gained with the Wennigsen Act , which came into force on January 1, 1970. Other reorganization laws included a .:

Overview of the administrative structure before the district reform

Before the regional reform, Lower Saxony was divided into 13 independent cities and 57 administrative districts, which were combined into six government and two administrative districts.
Aurich administrative district
The administrative district of Aurich included before the municipal reform a city and four counties. On February 1, 1978, it became part of the newly established Weser-Ems administrative district .

Braunschweig administrative district
The administrative district of Braunschweig comprised the area of the former Free State of Braunschweig and was divided into three independent cities and five rural districts before the regional reform. It was dissolved in 1978 and united with parts of other administrative districts to form the Braunschweig administrative district , which existed until 2004.

On July 1, 1972, the Braunschweig district lost its Thedinghausen exclave to the Verden district.

Hildesheim administrative district
For administrative district Hildesheim belonged before the municipal reform a city and eleven counties. The city of Göttingen lost its district freedom on July 4, 1964. On February 1, 1978, the government district was dissolved and divided between the administrative districts of Braunschweig and Hanover.

Territorial Reform Laws
Harzgesetz
The Harz Act , which came into force on July 1, 1972, provided for a reduction in the number of communities in parts of the districts of Gandersheim , Goslar , Osterode am Harz , Wolfenbüttel , Blankenburg and Zellerfeld, as well as the dissolution of the last two.
- In the district of Gandersheim two cities were expanded:
- The town of Langelsheim was expanded to include the communities of Astfeld and Wolfshagen in the Harz Mountains, as well as the community of Bredelem from the Goslar district and the mountain town of Lautenthal from the Zellerfeld district.
- The communities Engelade , Herrhausen , Ildehausen , Kirchberg and Münchehof as well as the community Bilderlahe from the Hildesheim-Marienburg district were incorporated into the town of Seesen .
- The district of Goslar was newly formed from:
- the community Liebenburg , which was created through the merger with the communities Dörnten , Groß Döhren , Heißum , Klein Döhren , Klein Mahner , Liebenburg, Neuenkirchen , Ostharingen , Othfresen and Upen (all in the previous district of Goslar),
- the city of Vienenburg , which had been expanded to include the municipalities of Immenrode , Lengde , Lochtum , Weddingen and Wiedelah (all in the previous district of Goslar),
- the previously independent city of Goslar , into which the communities of Hahndorf and Jerstedt from the previous district of Goslar and the community of Hahnenklee-Bockswiese from the district of Zellerfeld and the city of Oker from the district of Wolfenbüttel have been incorporated,
- the mining towns of Altenau , Clausthal-Zellerfeld (expanded to include the community of Buntenbock ), St. Andreasberg and Wildemann and the community of Schulenberg in the Upper Harz and the northern part of the non- parish Harz region from the previous district of Zellerfeld and
- the town of Braunlage (expanded to include the municipality of Hohegeiß ) and the municipality-free areas of Braunlage , Hohegeiß (mostly) and Wieda (small parts) from the district of Blankenburg.
- The southern parts of the districts of Blankenburg and Zellerfeld came to the district of Osterode am Harz . In addition, some municipalities were incorporated:
- The communities Walkenried , Wieda and Zorge as well as the community-free areas Hohegeiß (only small parts), Walkenried , Wieda (mostly) and Zorge from the district of Blankenburg, the communities Badenhausen , Gittelde (expanded to include the community Teichhütte ), Windhausen and the community-free area Badenhausen from the previous district of Gandersheim as well as the mountain town of Bad Grund and the southern part of the non-parish Harz region from the district of Zellerfeld expanded the district area.
- The town of Bad Lauterberg in the Harz Mountains was expanded to include the communities of Barbis , Bartolfelde and Osterhagen .
- The town of Bad Sachsa expanded to include the communities of Steina and Tettenborn and Neuhof from the district of Blankenburg.
- After Herzberg am Harz , the communities of Pöhlde and Scharzfeld as well as Lonau and Sieber (both in the previous district of Zellerfeld) were incorporated.
- The municipalities of Dorste , Förste , Marke , Nienstedt am Harz and the previous Hörden district of Düna as well as the municipalities of Lerbach and Riefensbeek-Kamschlacken (both from the Zellerfeld district) came to the city of Osterode am Harz .
- The former district of Wolfenbüttel was only affected by the district reform later.
- There, however, the city of Bad Harzburg was expanded to include the communities Bettingerode , Bündheim , Harlingerode and Westerode .
Osnabrück Law
In addition to reducing the number of municipalities, this law provided for the following changes at district level:
- The district of Osnabrück was formed from:
- the previous district of Osnabrück with the exception of the communities Atter , Darum , Gretesch , Hellern , Lüstringen , Nahne , Pye and Voxtrup ,
- the previous district of Bersenbrück with the exception of the municipality of Vörden ,
- the previous district of Melle as well
- the previous district of Wittlage
- The municipalities of Atter, Darum, Gretesch, Hellern, Lüstringen, Nahne, Pye and Voxtrup were incorporated into the independent city of Osnabrück .
Braunschweig / Wolfenbüttel / Helmstedt / Peine / Salzgitter law
The law, promulgated on February 11, 1974 and in force from March 1, 1974, reads in § 23: The Braunschweig district is dissolved.
- In the independent city Braunschweig communities were Bevenrode , Bienrode , Broitzem , Dibbesdorf , Hondelage , Lamme , Mascherode , Rautheim , Rüningen , Schapen , Stöckheim , Thune , Timmerlah , Völkenrode , Volkmarode , Waggum , Watenbüttel and turning as well as the unincorporated areas Buchenhorst and Querum incorporated.
- The district of Helmstedt was expanded to include the communities of Beienrode , Essehof , Essenrode , Flechtorf , Groß Brunsrode , Klein Brunsrode , Lehr and Wendhausen, as well as the non- parish areas of Beienrode , Essehof I , Essehof II , Essehof III and Wendhausen .
- The district of Peine was formed around the communities of Alvesse , Bettmar , Bodenstedt , Bortfeld , Denstorf , Duttenstedt , Essinghausen , Fürstenau , Groß Gleidingen , Harvesse , Klein Gleidingen , Köchingen , Liedingen , Meerdorf , Neubrück , Sierße , Sonnenberg , Sophiental , Vallstedt , Vechelade , Vechelde , Wahle , Wedtlenstedt , Wendeburg , Wendezelle , Wierthe and Zweidorf as well as the community-free areas of Meerdorfer Holz , Sophiental I and Sophiental II expanded.
- The district of Wolfenbüttel was expanded to include the municipalities of Abbenrode , Cremlingen , Destedt , Erkerode , Gardessen , Hemkenrode , Hordorf , Hötzum , Klein Schöppenstedt , Lucklum , Niedersickt , Obersickt , Schandelah , Schulenrode , Veltheim (Ohe) and Weddel .
At the municipal level, the law provided for the following changes:
- In the city of Konigslutter communities were Boimstorf , Bornum am Elm , Glentorf , United Steinum , Lauingen , Lelm , Rieseberg , Rotenkamp , Rottorf , Scheppau , Schickel home and Sunstedt and the communities Beienrode , small Steimke , Ochsendorf , Rhode and Uhry from the former Gifhorn district incorporated.
- The communities of Ahmstorf , Rennau and Rottorf were merged to form a new community of Rennau .
- The communities Barnstorf , Uehrde, Warle and Watzum were merged into a new community Uehrde .
- The communities of Groß Dahlum and Klein Dahlum were combined to form the community of Dahlum .
- The combined community of Süd-Elm was dissolved.
- On March 1, 1974, the communities of Sauingen and Üfingen , which had previously belonged to the Wolfenbüttel district, were incorporated into the city of Salzgitter .
Law on the Harburg area
With the law on the reorganization of the municipalities in the Harburg area of June 23, 1972, the number of municipalities was reduced through amalgamation and integration.
In the district of Harburg , the following communities were created through merger:
- Marschacht from the communities of Eichholz , Niedermarschacht , Oldershausen , Rönne and Obermarschacht .
- Drage from communities Drage, Drennhausen , Elbstorf , Hunden, Schwinde and Stove.
- Seevetal from the communities Beckedorf , Bullenhausen , Emmelndorf , Fleestedt , Glüsingen , Groß Moor , Helmstorf , Hittfeld , Hörsten , Holtorfsloh , Horst , Klein Moor , Lindhorst , Maschen , Meckelfeld , Metzendorf , Ohlendorf , Over and Ramelsloh .
- Egestorf from the communities Döhle , Sahrendorf , Evendorf and Egestorf.
- Nenndorf from the communities Eckel, Ehestorf , Emsen , Iddensen , Klecken , Leversen, Nenndorf, Sottorf , Tötensen and Vahrendorf .
In the district of Harburg were the communities
- Avendorf and Bütlingen in the municipality of Tespe ,
- Bahlburg , Borstel , Gehrden , Hoopte , Laßrönne , Luhdorf , Pattensen , Rottorf , Roydorf , Sangenstedt , Scharmbeck , Stöckte and Tönnhausen in the city of Winsen (Luhe) ,
- Lübberstedt to the municipality of Gödenstorf ,
- Luhmühlen , Oelstorf and Putensen in the municipality of Salzhausen ,
- Tangendorf in the municipality of Toppenstedt ,
- Ashausen , iegenberg and Rosenweide in the community of Stelle ,
- Thieshope in the municipality of Brackel ,
- Nindorf, Ollsen, Quarrendorf and Schierhorn in the municipality of Hanstedt ,
- Wehlen in the municipality of Undeloh ,
- Itzenbüttel and Lüllau , as well as the southeastern part of the Klecker Forest in the municipality of Jesteburg ,

Subsequently, Marschacht, Drage and Tespe merged to form the Elbmarsch municipality and Nenndorf renamed itself Rosengarten in 1973 . Through this law the Minister of the Interior was authorized to carry out further amalgamations of some municipalities.
Law on the area of Cuxhaven / Land Hadeln / Stade
With the law on the reorganization of the municipalities in the area of Cuxhaven / Land Hadeln / Stade of June 22nd, 1972, the number of municipalities was reduced through merger and integration.
The following communities in the Landkreis Land Hadeln were created through merger:
- Mittelstenahe from the municipalities of Mittelstenahe , Nordahn and Varrel .
- Hollnseth from the parishes of Abbenseth and Hollen .
- East from the communities Altendorf , Isensee and Osten .
- Hechthausen from the communities of Bornberg , Hechthausen , Kleinwörden , Klint , Laumühlen and Wisch .
In the district of Hadeln were the municipalities
- Altenbruch , Altenwalde and Lüdingworth in the city of Cuxhaven ,
- Opole to the municipality of Wingst ,
- Kehdingbruch in the municipality of Belum ,
- Hackemühlen , Ihlbeck , Nindorf and Wohlenbeck in the municipality of Lamstedt ,
- Moorausmoor and Neubachenbruch in the municipality of Stinstedt ,
- and Domsode and Langenmoor in the municipality of Armstorf
incorporated.
In the district of Stade , the following communities were created through merger:
- Engelschoff from the communities Engelschoff and Neuland .
- Burweg from the communities of Blumenthal , Bossel and Burweg .
- Estorf from the municipalities of Behrste , Estorf and Gräpel .
- Fredenbeck from the communities of Groß Fredenbeck , Klein Fredenbeck , Schwinge and Wedel .
- Kutenholz from the communities Aspe , Essel , Kutenholz and Mulsum .
- Jork from the municipalities of Borstel , Estebrugge , Jork , Kingdom , Ladekop , Hove (Harburg district) and Moorende (Harburg district).
- Brest from the municipalities of Brest , Reith and Wohlerst .

The integrated community of Bargstedt was dissolved.

- The district of Grafschaft Bentheim was expanded to include the municipality of Wietmarschen from the previous district of Lingen.
- The Hameln-Pyrmont district was expanded to include the town of Hessisch Oldendorf.
- The district of Hildesheim with the district town of Hildesheim was formed from:
- the previous district of Hildesheim
- the previous district of Alfeld (Leine) with the exception of the communities Coppengrave , Duingen , Hoyershausen , Marienhagen and Weenzen
- The Holzminden district was expanded to include the communities of Coppengrave, Duingen, Hoyershausen, Marienhagen and Weenzen.
- The district of Nienburg (Weser) was expanded to include the communities of Bücken, Eystrup, Gandesbergen, Hämelhausen, Hassel, Hilgermissen, Hoya, Hoyerhagen, Schweringen and Warpe from the previous district of Grafschaft Hoya.
- The district of Northeim was expanded to include the communities of Bad Gandersheim and Kreiensen of the previous district of Gandersheim and the municipality of Kalefeld of the previous district of Osterode am Harz.
- The district of Oldenburg was expanded to include the communities of Beckeln, Conrade, Dünsen, Groß Ippener, Harpstedt, Kirchseelte, Prinzhöfte and Winkelsett from the previous district of Grafschaft Hoya.
- The district of Rotenburg (Wümme) with the district town of Rotenburg (Wümme) was formed from:

Integrated municipality Barnstorf : On March 23, 1974 Drebber , Drentwede and Eydelstedt were incorporated.
- With effect from March 1, 1974, the municipality of Bockstedt was incorporated into the municipality of Drentwede.
- Rehden community merged in 1972 from five member communities Barver , Dickel , Hemsloh , Rehden and Wetschen .
- Unified community of Wagenfeld : On January 1, 1967, the communities of Wagenfeld-Bockel, Wagenfeld-Förlingen, Wagenfeld-Haßlingen and Wagenfeld-Neustadt merged. On March 1, 1974, the municipality of Ströhen was incorporated.
