The list of area changes in Lower Saxony includes all area changes that have led to today's state of Lower Saxony . The list is in chronological order and larger area reforms can be found in articles, some of which are separate.

Tribal Duchy of Saxony
- from the 7th century until 1180, when it broke into different parts ( Gelnhausen document from 1180 ).

Duchy of Braunschweig-Lüneburg (from 1235)
- New foundation in 1235 from the property of the Guelphs . Disintegrated into several principal principalities from 1269 . Over time, many of the 1180 lost areas came back through inheritance or purchase.

On April 1, 1885, the six Landdrosteien were converted into administrative districts :
The administrative districts were subdivided into new urban and rural districts, with the old office structure being abolished. Circle seats that differ from the name of the circle are added in brackets in the following list:
After the incorporation into Prussia, the previous administrative units ( control groups and offices ) initially remained in the province of Hanover . With effect from April 1, 1885, administrative units with the usual Prussian designation circle were formed.

Lower Saxony (1946 to 1949)
On November 8, 1946, Ordinance No. 55 was issued by the British military government, which established the state of Lower Saxony with the capital Hanover retroactively to November 1, 1946. The state emerged from the union of the federal states of Braunschweig , the Free State of Oldenburg and Schaumburg-Lippe with the previously formed state of Hanover .
