Location of the joint municipality in the Nienburg / Weser district

The joint municipality Eystrup was a joint municipality in the district of Nienburg / Weser in Lower Saxony with its administrative seat in Eystrup . In 2011 , the joint municipality of Eystrup merged with the joint municipality of Grafschaft Hoya .

history

On the legal basis of the joint municipal ordinance of 1963, the municipal councils of Eystrup, Hämelhausen, Hassel, Mahlen and Gandesbergen decided to form a joint municipality of Eystrup. Start should be July 1st, 1968. The first (constituent) meeting of the joint municipal council took place on August 22, 1968 in the DGH in Hassel. Guest at this meeting was u. a. also Oberkreisdirektor Dr. Siebert-Meyer from the Syke district administration. The municipality of Gandesbergen under Mayor Heinrich Knoke applied for admission to this joint municipality in accordance with the Gandesberg council resolution of August 17, 1968, but too late for the constituent meeting.

In the "constituent" meeting on August 22, 1968 it was established that the municipal councils had been trying to establish a joint municipality of Eystrup with lively discussions for around 2 ½ years. Mayor Bokelmann from Eystrup was unanimously elected as the first joint mayor, and his deputy was (also unanimously) Mayor Griese from Hassel. At this meeting it was also decided to accept the community of Gandesbergen as a member. For formal reasons, however, this required the prior consent of the other municipal councils. Until then, the Gandesberg council representatives were admitted as "guests without voting rights" in the Samtgemeinderat.

From 1968 Hans Blumenberg was the first (part-time) joint municipality director (SGD) in the joint municipality of Eystrup.

At the meeting of the joint municipal council on November 25, 1968, the joint municipal council was newly appointed due to the changes in the councils of the member municipalities due to the local elections on September 29, 1968. The new mayor of the municipality was elected by secret ballot with 10 (out of 15) votes, Johann Meyer, his deputy was again Karl Griese (with 13 out of 15 votes). At the meeting on February 4, 1972, Karl Fehsenfeld from Eystrup was elected as the new deputy mayor of the municipality.

After the local elections in 1972, the next meeting took place on December 14, 1972. Johann Meyer was re-elected as the mayor of the municipality with 9 out of 16 votes, his deputy was Rudolf Lorenz from Eystrup with 15 out of 16 votes. On September 28, 1973, the Samtgemeinderat decided to remain in the existing form until the next local elections on June 9, 1974 as an "interim council". The reorganization law from 1974 was already in the room. Various technical committees have been formed at the level of the municipality.

As a result of the joint municipal elections in 1974, Johann Schumann (with 11 out of 17 votes, competitor Rudolf Lorenz) became the new joint municipality mayor, and Bruno Marz became his deputy with 9 out of 17 votes.

Johann Schumann was mayor of the municipality from 1974 to 1980, his deputy was Bruno Marz from Eystrup. At the beginning of 1980, Marz resigned his mandate in the Council of the Samtgemeinde, successor in his office at the Samtgemeinde was Wilhelm Bergmann-Kramer on March 17, 1980 with 9 of 17 votes. In the council meeting on April 15, 1980, the resignation of Mayor Johann Schumann's mandate resulted in a change in the office of mayor as well. His successor was Fritz Cordes from Hämelhausen, who only moved up to the local council at this meeting, with 10 out of 17 votes. In 1985, after resigning from his mandate, Fritz Cordes, then Gerhard Meyer from Eystrup, became the new mayor until 1996, followed by Manfred Ernst from 1996 to 2001. From 2001 there was no longer a community director, but a full-time mayor.

In the election for the office of joint municipality director in the council meeting on July 1, 1974, Paul-H. Frankmölle first full-time joint municipality director elected. Frankmölle retired on July 31, 1989, his successor was Hans Hermann from Dörverden until June 31, 1995. This was followed by Jost Egen until 2001. After that, a full-time joint mayor was directly elected for the first time. Jost Egen, who, as already mentioned, had already been the municipal director in Eystrup from 1995, won this election against competitor Helmut Desert. On September 10, 2006, Jost Egen was re-elected as mayor by the citizens (there was no opposing candidate). Egen resigned from his office in Eystrup on September 20, 2009, as he accepted the office of full-time mayor in Preußisch Oldendorf . Jost Egen's first deputy from 2001 to 2006 was Manfred Ernst, then until the merger with Hoya Wilhelm Bergmann-Kramer.

The office of general representative of the community director or the full-time mayor was carried out from autumn 1992 to the end of 2010 by Werner Ahlborn, who also took over the administrative duties of the resigned mayor from September 2009 to December 2010.

Due to the voluntary merger of the two joint municipalities of Eystrup and Grafschaft Hoya on January 1, 2011, the joint municipality of Eystrup was dissolved.
