The joint municipality of Upper Harz , which existed from 1972 to 2014, was in the Lower Saxony district of Goslar . On January 1, 2015, it was absorbed in the newly formed mountain and university town of Clausthal-Zellerfeld with its associated municipalities .

The entire community was located in southeastern Lower Saxony near the state border with Saxony-Anhalt in the Upper Harz at an altitude of around 400–800 m above sea level. NHN. Most of the Upper Harz water shelf lay in their area .

Incorporations
On January 1, 2015, the Upper Harz municipality was dissolved. The mining and university town of Clausthal-Zellerfeld was newly formed from the municipalities belonging to it, Bergstadt Clausthal-Zellerfeld , Bergstadt Altenau , Bergstadt Wildemann and Gemeinde Schulenberg in the Upper Harz Mountains.

After the local elections on September 11, 2011, the last joint municipal council consisted of:

The last joint mayor was Walter Lampe (SPD). He was able to unite 63.2% of the votes in the local election on September 10, 2006.

Since October 22, 1973, the Samtgemeinde Oberharz has essentially had the coat of arms of the former Zellerfeld district , most of which was located in the area of today's Samtgemeinde. The coat of arms shows the Lower Saxony horse on a ground divided by red and gold seven times. In addition to the Zellerfeld coat of arms, a blue helmet with a gold-red helmet cover rests on the shield, above it a jumping horse as well as miners' mallets and irons .
Name dispute
In the course of municipal reform in Saxony-Anhalt in 2008 the places intended Benneckenstein , Elbingerode , misery , Hasselfelde , worry , stairs and fir the formation of the unified community Oberharz am Brocken . The Upper Harz municipality saw this as a name violation and feared that there is a risk of confusion due to the similarity of the names.
After the Ministry of the Interior of Saxony-Anhalt had approved the name Oberharz am Brocken , the joint community filed an urgent action with the Magdeburg Administrative Court in August 2009 , primarily to protect the name of the Upper Harz community . The combined community failed . A complaint to the Magdeburg Higher Administrative Court was dismissed in November 2009. In April 2010, the Upper Harz municipality announced that it would now file a new lawsuit in the main proceedings. In July 2011, the Magdeburg Administrative Court again rejected the action brought by the “Samtgemeinde Oberharz” due to a name violation. A previous application by the joint municipality for a temporary injunction was rejected by the administrative court. The complaint lodged against this with the Higher Administrative Court of the State of Saxony-Anhalt was unsuccessful.

Economy and Infrastructure
economy
Tourism is an essential branch of the economy in the Upper Harz, but it has been in decline since the early 1990s for various reasons. The economy in Clausthal-Zellerfeld is today very strongly dominated by the TU Clausthal ; In addition, the State Office for Mining, Energy and Geology , CUTEC (Clausthaler Umwelttechnik-Institut) and some private companies, especially in testing technology, play an important role. The importance of forestry, on the other hand, is declining due to mechanization in the timber harvest. Due to the soil and climatic conditions, agriculture is based almost exclusively on dairy and cattle farming and only plays a subordinate role.

Three federal highways ( B 241 , B 242 and B 498 ) run through the former area of the joint municipality . Up until the 1970s, the Innerstetalbahn route ran from Langelsheim through Wildemann and Clausthal-Zellerfeld to Altenau.
