William Kipchirchir Samoei Arap Ruto (born December 21, 1966 in Kamagut ) is a Kenyan politician and member of the Kalendjin .

Life

Political career

After graduating from the University of Nairobi with a degree in botany and zoology , Ruto supported Daniel Arap Moi in the 1992 presidential election . Ruto became a member of the Kenya African National Union (KANU). He ran for the presidential nomination of the Orange Democratic Movement (ODM) in 2006, but only ended up in third place in the primary.

From 2008 to 2010 he was Minister of Agriculture, then Minister of Education under Prime Minister Raila Odinga . Together with the former President Daniel Arap Moi, he represented the no-camp at the constitutional referendum on August 4, 2010 , but lost the vote.

On April 9, 2013 he was sworn in as Kenyan Vice President.

International Criminal Court charges

On March 8, 2011, the Pre-Trial Chamber of the International Criminal Court upheld the subpoena on behalf of William Ruto. On January 24, 2012, she confirmed the indictment that Ruto incited murder, displacement and persecution. According to the ICC indictment, over 1,100 people were killed and over half a million people were forcibly displaced in the 2007/2008 political unrest in Kenya .

The main proceedings were opened on September 10, 2013 in the presence of Ruto in The Hague. Because of the attack on the Westgate shopping center in Nairobi, the proceedings were temporarily interrupted on September 23, 2013 and resumed on October 2, 2013.

The court heard 30 witnesses for the prosecution over 157 days. On April 5, 2016, Chamber V of the ICC decided with 2 to 1 votes to suspend the proceedings against William Ruto and the co-defendant, the former radio host Joshua Arap Sang, for the time being. A fair trial was not possible due to political influence, because it has been proven that at least 16 of the total of 42 witnesses for the prosecution withdrew their willingness to testify in the course of the trial due to threats or bribery.
