Winston Baldwin Spencer (born October 8, 1948 ) is an Antiguan politician. From 2004 to 2014 he was Prime Minister of Antigua and Barbuda .

Spencer took this office on March 24, 2004. Previously, he had led his party, the United Progressive Party , to victory in the general election. On January 6, 2005, he also took over the office of Foreign Minister.

In the general election in 2014, the United Progressive Party lost its majority. On June 13, 2014, Gaston Browne took over the post of Prime Minister as Spencer's successor.
