Yoshinobu Ishikawa ( Japanese 石川 嘉 延 , Ishikawa Yoshinobu ; born November 24, 1940 in Sazuka , Ogasa-gun (today: Kakegawa ), Shizuoka Prefecture ) is a Japanese politician and former governor of Shizuoka Prefecture.

Live and act

Ishikawa graduated from the Tokyo University Faculty of Law in 1964 . He then became an officer in the Interior Ministry . In 1993 he left the ministry and successfully ran for the successor to the resigned governor Saitō Shigeyoshi for health reasons . He was re-elected three times thereafter.

As governor, Ishikawa campaigned for JR Tōkai for better rail links between the prefecture and the Kantō region and for major infrastructure projects. He advocated the construction of the new Shizuoka airport (opening: July 4, 2009), but also wanted to conduct a referendum, which was rejected by the LDP majority in the prefectural parliament. He also campaigned for the construction of a new highway between Tokyo and Nagoya to relieve the existing Tōmei highway, but the plan was discarded by Prime Minister Jun'ichirō Koizumi in 2001 .

In 2002, Ishikawa received nationwide attention after receiving threatening letters containing rifle cartridges from opponents of the establishment of a national registry. Similar letters had also been sent to Prime Minister Koizumi and other governors and mayors.

In March 2009, Ishikawa announced that he would resign if Shizuoka Airport was delayed. The opening had to be postponed by three months to June 2009 after it had been discovered that, contrary to earlier assumptions, nearby trees would have to be felled due to the safety regulations of the Aviation Act. After re-examination, which confirmed the delay, he submitted his resignation to the President of the Prefectural Parliament on May 19, 2009. He remained in office until June 17, 2009. In the gubernatorial election on July 5, 2009, Heita Kawakatsu was elected as his successor.
